A former Toledo firefighter accused of chaining his 13-year-old stepdaughter in his basement was indicted today by a Lucas County grand jury on multiple charges.
Timothy Ciboro, 53, of the 800 block of Noble Street, was indicted on two counts each of kidnapping and endangering children. His son, Esten Ciboro, 27, was indicted on the same charges.

“This is one of the most egregious cases that we've investigated,” said Robert Miller, chief of the special units division for the Lucas County Prosecutor’s Office. “Parents are supposed to love and nurture their children not confine them in their basement.”
The 13-year-old girl told Toledo police she was held for extended periods in the basement of Mr. Ciboro's Noble Street home, that she ate table scraps and had to defecate in a bucket containing ammonia.
The charges carry a maximum possible prison sentence of 38 years.
