Mark Sobczak named new Toledo chief of staff

Mark Sobczak will be Toledo's new chief of staff, replacing Bob Reinbolt, Mayor Paula Hicks-Hudson said Wednesday.

Mayor Hicks-Hudson said she promoted Mr. Sobczak from chief operating officer “because of his experience as a former president of city council, working in human resources, and working with Bob.”

Mr. Reinbolt, 68, said his last day as the city's top administrator would be today.

Mr. Reinbolt, who also is safety director and paid $92,500, also served as chief of staff for two other Toledo mayors, Carty Finkbeiner, from 2006 to 2009, and D. Michael Collins from January, 2014, until his death in February.

Mr. Sobczak, 59, was promoted earlier this year from commissioner of human resources, for which he was paid $75,000 annually, to chief operating officer, for which he is paid $92,500. His salary will remain the same as chief of staff.

Although Mr. Reinbolt said he would be retiring, he will remain as the city's safety director part time, at least temporarily, Mayor Hicks-Hudson said.

The new salaries for Mr. Reinbolt and other officials switched into new jobs, was not immediately released.

The proposed 2016 budget from Mayor Hicks-Hudson includes funding for a part-time individual safety officer costing taxpayers $46,428.

“We are going to set goals for Bob for public safety across the city,” Mayor Hicks-Hudson said.

“I want someone with homeland security experience and I am still looking,” she said. “My goal is to get someone who truly understands across the community that public safety is more than just managing police and fire personnel issues.”

The changes to the mayor's staff take effect Monday. 

Eileen Granata, a city senior attorney, was promoted to chief operating officer.

City spokesman Janet Schroeder was officially named the city's public information officer after working in that position for several months. She was previously an administrative analyst for public utilities. Stacy Weber, who was public information officer when Mayor Hicks-Hudson took office in February, will take over Ms. Schroeder's position in public utilities.

The mayor earlier this year promoted Jamie Takacs, formerly a council aide who was Mr. Reinbolt's assistant beginning in January, to be executive officer starting in April with a $75,625 annual salary. She will move to the city law department as an administrative assistant II.

Mayor Hicks-Hudson also said she moved Alan Bannister - who was listed as the mayor's scheduler but his title was officially a “manager - administrative services” - to be a “mayor's executive assistant.” Ms. Schroeder said that position that pays at least $75,000 annually.

Carrie Russell Hartman, a recent University of Toledo law school graduate, will start next week as the mayor's new scheduler.

Mayor Hicks-Hudson said she would also cut the youth commission director position to part time. RosaLinda Contreraz, who is the current youth commission director will become a secretary. The mayor said she would find a new part-time youth commission director.

Mayor Hicks-Hudson made other staff changes this year, including demoting former executive officer Lisa Ward to acting commissioner of parks and forestry in March, and hiring Calvin Lawshe, retired University of Toledo administrator, as economic development director to replace Matt Sapara, who resigned to take a top post at Mercy Health Partners.
