Pete Alsup lays blocks for a stairwell as part of a $6.1 million renovation of the former Western Union building at Jefferson Avenue and North Huron Street in downtown Toledo.

The five-story structure, across Jefferson from the site of the new downtown arena, was built in 1926. Renamed Center for Equal Justice, it is to become the home of Advocates for Basic Legal Equality Inc. and Legal Aid of Western Ohio Inc. in the spring.
