Finkbeiner to nominate affirmative action chief
City's benefits manager would replace fired director

Toledo Mayor Carty Finkbeiner today is expected to nominate a permanent replacement for Perlean Griffin, who was fired in March from her job as executive director of the city's Office of Affirmative Action/Contract Compliance.

Calvin Brown will become commissioner of the office pending approval of city council, Brian Schwartz, the mayor's spokesman, said.

Mr. Brown had been interim commissioner.

Mr. Schwartz declined further comment, as did Theresa M. Gabriel, director of human resources.

The mayor and Mr. Brown could not be reached for comment.

Mr. Brown was hired in April, 2006, as manager of benefits and training in the human resources department at a salary of $50,250. He was a prior human resources director for the Mentor Network.

Mr. Finkbeiner campaigned with Ms. Griffin in 2005 when she helped him derail the re-election bid of Toledo's first African-American mayor, Jack Ford.

She was fired after refusing to endorse Mayor Finkbeiner's demotion of the affirmative action office from department to division level. Ms. Griffin filed complaints with the Department of Justice and federal Office of Contract Compliance.

In April, about 100 people rallied outside Government Center for a more effective Toledo affirmative action office, a more diverse cabinet in the Finkbeiner administration, and in support of Ms. Griffin.

Ms. Griffin said she believed she was targeted because of her findings of probable cause in a discrimination complaint brought by a city employee.

Mr. Finkbeiner later issued a memo backtracking on the breakup of the department and vowed the head of the department would take part in a monthly meeting with the mayor, chief of staff, and directors of human resources and the Board of Community Relations.

He also promised a search for "a trained and strong individual" to administer the department.

The mayor, in that memo, did not say whether the person would be a director - someone in charge of a department - or a commissioner, which is the title given to division heads.
