Elections board improves absentee voting procedures

Lucas County Elections Director Linda Howe yesterday rolled out a new, larger envelope that will be used for absentee voting in November, aimed at preventing another mass disqualification of absentee ballots.
The new return envelope, displayed during yesterday's board of elections meeting, measures 9 by 11 3/4 inches.
The envelope used in the March 4 primary was 6 1/2 by 9 1/2 inches.
The instructions on the absentee voter documents will be highlighted to ensure that voters don't miss any of the steps for filling out the ballot identification document.
And the envelope will have a new warning that failure to insert the ballot in the interior security envelope will cause the ballot to be disqualified - the reason that 921 ballots were rejected for the March 4 election.
In all, 1,575 absentee ballots were disqualified for the March 4 primary in Lucas County, the largest percentage of rejected ballots in Ohio.Also yesterday, the board agreed to continue accepting applications for the vacant post of deputy director until Friday. The advertised deadline was Monday.
The board approved polling place changes for the general election:
•Toledo 2H and 4K, from Stickney Banquet Hall, 3247
Stickney Ave., to the new Sherman Elementary School, 817 Sherman St.
•Toledo 4J, from Stickney Banquet Hall to Wilson Park Shelter House, Otto and Oakland streets.
•Toledo 4G, from Woodward High School to Wilson Park Shelter House.
•Toledo 8I, from Lucas County Conference Center, 711 Adams St., to the EMS Training Facility, 2127 Jefferson Ave.
•Toledo 15C, from New Hope United Methodist Church, 2025 Airport Hwy., to the new Bowsher High School, 2000 Arlington Ave.
•Toledo 19G and 19H, from Memorial United Church, 1301 Starr Ave., to East Toledo Junior High, 355 Dearborn Ave.
•Toledo 20B, from Birmingham Elementary School, 2222 Bakewell St., to the Birmingham branch of the Toledo-Lucas County Public Library, 203 Paine Ave.
•Springfield 10, from Woodside Terrace, 7717 Angola Rd., to The Dwelling Place, Albon and Angola roads.
•Springfield 21, from Stone Oak Country Club, 100 Stone Oak Blvd., to The Dwelling Place.
The changes are attributed either to school construction inconvenience, parking issues, or accessibility.
Two polling places will be relocated temporarily: Maumee 3AW, from the Maumee branch library, 501 River Rd., to Heritage Church of God, 3520 Strayer Rd.; and Springfield 14AW from Springfield Fire Station, 7145 Garden Rd., to Monclova Administration Building, 8115 Monclova Rd.
The board certified the results of the special levy election in the Anthony Wayne Local School District on Aug. 5. Voters approved renewal of a 3.3-mill levy 5,779 to 3,149 and defeated a new 3.3-mill levy 4,543 to 4,383.
