The University of Toledo board of trustees approved its annual budget Monday that leaves undergraduate tuition unchanged for the third consecutive year.
The trustees approved the $781.6 million budget - $517.8 million academic and $263.8 million clinical - after a short presentation about the challenges to this year's budget process.
Carroll Ashley was the lone opposition to the budget because the net income is negative for the fiscal year 2010 budget, although the operating margin and cash flow are positive.
Scott Scarborough, UT's senior vice president for finance and administration, pointed out that this budget has the academic side breaking even after two consecutive years of deficits - 1.5 percent last year and 3 percent the year before.
The clinical side is projected to end the year in the black.
The university's budget assumes an increase of 200 undergraduate students, a relatively unchanged number of graduate students, and a small increase in patients at the UT Medical Center, formerly the Medical College of Ohio."I'm very pleased with the final result," UT President Dr. Lloyd Jacobs said after the meeting. "It's not fun to lay people off or to eliminate positions, but this is a very responsible budget."
The university cut nearly 300 positions to help balance the upcoming budget.
Ninety employees were laid off, and 200 vacant positions were eliminated to help the univer-sity close an estimated $16 million gap.
The budget does not increase undergraduate tuition or general fees, but graduate student tuition will increase between 2.5 percent and 7 percent a semester, depending on field of study.
Residence hall fees are slated to increase 10 percent to 12 percent, depending on the dorm, and several meal plans are to increase $5, $15, or $45 a semester.
Parking fees and identification-card fees also will go up, as well as lab fees to cover increases in costs of materials and operations.
Also at yesterday's board meeting, UT finalized an agreement with ProMedica Health System to expand its medical education relationship.
Effective July 1, Toledo Hospital, Toledo Children's Hospital, and Flower Hospital will offer new educational rotations for UT medical students and residents.
The rotations will be in five areas: general surgery/trauma, reproductive endocrinology, emergency obstetric and gynecology, emergency pediatrics, and geriatric psychology.
