Toledo Police Officer Phil Carroll reads the blue inked cursive that is found in an old police blotter in the attic of the Safety Building in downtown Toledo. The arrest logs, spanning a time period of about 1863 to the mid 1970s, had been at the Jerome Library’s Center for Archival Collections at Bowling Green State University.
