Construction planned on I-475

8 projects in the works for Toledo’s western beltway

I-75 isn’t the only major Toledo freeway with a lot of construction planned this season.

I-475, the city’s western beltway, already has four big projects in full swing, three more planned to start this spring or summer, and one holdover from last year that has some minor finishing work.

Call them, if you will, the Unlucky Eight — at least if you’re an I-475 commuter.

While none is likely to cause as extensive or persistent inconvenience as the I-75 work zone between downtown Toledo and I-280, one major headache is to start Sunday night: a 90-day closing of the Airport Highway entrance to southbound I-475/​U.S. 23.

During that outage, southbound freeway traffic will be shifted over to the left while a nearby bridge over Wolf Creek is rebuilt, Ohio Department of Transportation officials said this week.

There’s inadequate space between the ramp and the bridge for safe merging in the work zone, and crews will rebuild the ramp’s merge zone as part of the project as well, Dan Kelsey, ODOT’s project engineer, explained.

“We’ve got a short window to do a lot of work on that ramp,” he said. “We’re looking for some good weather to get that done.”

Once the southbound entrance ramp reopens, the ramp from westbound Airport — also known as State Rt. 2 — to northbound I-475/​U.S. 23 will close for even longer.

It’ll be out for 120 days during a phase of rebuilding freeway bridges over the Norfolk Southern railroad and Angola Road that are just north of the interchange.

For I-475 commuters, these stages of ODOT’s $17.7 million project to rebuild and widen the three bridges should represent the peak of inconvenience, although Mr. Kelsey said some construction will continue early next year.

Replacing nearby bridges over the turnpike, a separate $11 million project, started before the other three sets and should be done by June 30, he said.

The detour for Airport’s southbound freeway entrance will send motorists north on I-475/​U.S. 23 to Central Avenue, then back on the freeway’s southbound side. Local motorists could opt for either Reynolds Road to Dussel Drive or Holloway and Salisbury roads as alternatives to reach the Salisbury/​Dussel entrance.

The I-475 work will be part of the transportation department’s presentation Monday when officials plan to unveil the entire 2015 construction program for an eight-county northwest Ohio district that includes the Toledo metro area.

Also under way is a $14 million modification of the I-475/​U.S. 23 junction in Sylvania Township that is creating a new alignment for southbound U.S. 23 to eliminate a weaving traffic pattern; a noise wall project on either side of Talmadge Road in West Toledo, and a resurfacing and bridge-repair project near State Rt. 25 in Perrsyburg.

The latter was done mostly last year, but a final layer of paving was left until this spring and is planned for night work once overnight temperatures are consistently in the 50s or warmer, Mr. Kelsey said. That likely puts it in late May or early June.

The noise wall project, which has had minimal traffic impact, also is expected to end in June, while the work at the I-475/​U.S. 23 split is supposed to be done by November.

Two nights of detours are on tap for westbound I-475 traffic at U.S. 23 late next week.

“We’re to the point now where we can erect beams” for the new U.S. 23 bridge over the ramp that curves from westbound I-475 to southbound I-475/​U.S. 23, Mr. Kelsey said.

From 9 p.m. to 6 a.m. Wednesday and Thursday nights, westbound I-475 traffic will be forced to go north on U.S. 23, with the detour using the Monroe Street interchange ramps to reach southbound U.S. 23.

The largest of the new I-475 projects is replacing the Central Avenue interchange in Sylvania Township with a new design called a single-point urban interchange, a contract for which ODOT expects to spend $37.2 million.

But it won’t get under way until summer, and most of its early work will be in the median or the grassy infield areas off to the side, Mr. Kelsey said.

“I don’t foresee it affecting traffic too much this construction season,” the project engineer said.

Also new for 2015 is deck replacement on the Bancroft Street bridge over the freeway and a freeway resurfacing project between the U.S. 23 junction and Rushland Avenue in West Toledo.

The former, Mr. Kelsey said, will cost $1.8 million and close Bancroft to through traffic between Holland-Sylvania and McCord roads from Monday into July, with traffic detoured via Dorr Street. The latter is expected to cost $5 million, start in mid-summer, and be done mostly at night except for some weekend bridge-deck work at Secor Road.

Theresa Pollick, ODOT’s district spokesman in Bowling Green, noted that McCord’s usefulness as an I-475 alternative between Airport and Central will be compromised by lane closings and short-term detours associated with bridge construction at a railroad crossing north of Airport.

Central Avenue, meanwhile, has finishing work from now until June at a widening and median project at Holland-Sylvania.
