A Toledo Municipal Court Judge has not yet been able to determine if a man accused of having a foot fetish is competent to stand trial, and ordered him to return to a psychiatric hospital.
Joseph Jones, 29, of the 2500 block of Charlestown Avenue, appeared today for a review hearing in Toledo Municipal Court. He is charged with four counts of sexual imposition, three counts of menacing, and one count of aggravated menacing for offenses that involved four women and their feet.
Toledo Municipal Court Judge Timothy C. Kuhlman revoked Mr. Jones’ bond earlier this month and sent him to a psychiatric hospital after he failed to cooperate with two competency evaluations at the Court Diagnostic and Treatment Center.
Today, Judge Kuhlman said an evaluation regarding Mr. Jones’ competency was not available, but could be completed by June 2.
“I believe I need that report before I can go forward because of your refusal to cooperate with CDTC (Court Diagnostic and Treatment Center,)” the judge said. “I think my only ability to get that report is through the Northwest Ohio Psychiatric Hospital. I am going to order that you continue to stay at the Northwest Ohio Psychiatric Hospital.”

Mr. Jones’ attorney, Andrew McCarthy, argued Mr. Jones has been held for 20 days at the psychiatric hospital and asked for him to be released. It is unclear whether Mr. Jones underwent an evaluation during that time.
Mr. Jones is accused of repeatedly approaching women in stores, complimenting them on their shoes, and in two cases placing his hand inside their shoe and rubbing their feet. In the other two cases, authorities say, he persuaded the women to remove their shoes, after which he put their feet in his mouth and sucked their toes.
Mr. Jones has similar charges pending in Wood County Common Pleas Court.
