Columbia Gas of Ohio Inc. said Wednesday its residential rate for December will be 45 cents per 100 cubic feet, 3 cents more than the November rate but down a cent from a year ago.

With the new rate, the utility estimates the average December gas bill will be $90.41, down from $92.16 a year ago. The new rate is based on the Nymex price of 31 cents per 100 cubic feet, plus 14 cents for a state-approved service fee.
