About two dozen people were arrested and charged Saturday for rioting, failing to disperse, or other crimes following confrontations between police and protesters and then subsequent vandalism in and near downtown Toledo.
Mayor Wade Kapszukiewicz implemented a curfew Saturday in the central business district after the clashes, which followed a large protest over the recent killing of George Floyd in Minneapolis by police.
City officials first named about 10 people arrested and charged after Saturday’s events. At a press conference Monday, Mayor Kapszukiewicz said 22 people were charged, with almost all from Toledo.
According to the initial list, two people were arrested near downtown for aggravated riot.
Kashawn Hines-Hamilton, 21, of the 300 block of East Park Street, and Stephon Griffin, 23, of the 800 block of South Erie Street, were arrested and charged with the felony offense.
The defendants were with a large group of people who were allegedly acting disorderly and failing to disperse despite multiple commands by officers, according to records.
Mr. Griffin was being arrested when Mr. Hines-Hamilton jumped on the back of the arresting officer in order to prevent her from arresting Mr. Griffin, court records show.
The location of the incident wasn’t immediately known.
Both defendants were arrested by Toledo police around 6 p.m. Saturday, according to jail records.
Bond for both men was set at $10,000 in Toledo Municipal Court on Monday.
Later in the evening, Thomas Savage III, 49, of the 100 block of 17th Street, and Aundra Parnell, 33, of the 500 block of East Hudson Street, were each charged with failure to disperse after police advised them several times to leave the area of the riot and they refused, according to documents filed in Toledo Municipal Court.
According to court records, the investigating detective was advised that Savage and Parnell were allegedly throwing items at officers while in the area of Erie and Adams street, according to the criminal complaint.
The two were arrested by police at approximately 9:10 p.m. Saturday and they were booked in the Lucas County jail for the fifth-degree felony charges.
Savage was released, but Parnell is being held on $1,000 bond, according to court records.
About 30 minutes later, Toledo police arrested six individuals for failing to disperse from another location.
Those charged for the misdemeanor offense include: Valerie Pedreschi, 27, of the 900 block of Madison Avenue; Keli D. Boone, 35, homeless; Miracle Darrington, 21, of the 1800 block of Norwood Avenue; Maurice Wright, 20, of the 800 block of Magnolia Street; Javonn Morgan, 26, of Painesville, Ohio; and Timothy Johnson, 22, of the 2600 block of Lagrange Street.
Each of the them, except for Ms. Pedreschi, have been released from the Lucas County jail and they are expected to appear in Toledo Municipal Court on Monday. Bond for Ms. Pedreschi has been set at $1,500 on Monday.
According to records filed in Toledo Municipal Court, at approximately 9:40 p.m. Saturday, the individuals failed to disperse, which caused a disorder, blocking traffic flow.
The location of the incident was redacted from the complaint filed in court.
At about 8:30 p.m. Saturday, Mayor Wade Kapszukiewicz ordered a curfew, effective at 9 p.m. Saturday until 6 a.m. Sunday. The curfew applied to the area bounded by Summit Street, Monroe Street, 17th Street, Franklin Avenue, East Woodruff Avenue, and Cherry Street — areas where tensions boiled over between protesters and Toledo police officers.
City law allows the mayor to establish a curfew and for Toledo police officers to enforce it.
Later in the evening, police arrested a man for attempting to break into Target on Alexis Road.
Brian Wilson, 30, of the 300 block of Brookley Boulevard, is charged with aggravated riot, a fifth-degree felony.
On Saturday, Mr. Wilson and at least four others, attempted to break into the Target at 810 W. Alexis Road, court records show.
He was arrested and booked in the Lucas County jail. A Toledo Municipal Court judge set bond at $10,000.

Kenneth Gist, Toledo, disorderly conduct;
Shannon Kelly, Toledo, disorderly conduct and criminal trespass;
Joseph Fowler, Toledo, disorderly conduct;
Rozelle Denwiddie, Toledo, obstructing;
Keith Nelson, Toledo, failure to disperse;
Tyreik Boyd, Cleveland, walking along highway, obstructing, and resisting;
Vaughtlen Gray, Toledo, fail to obey police order.
