Oregon aims to collect more taxes from undervalued properties

The Oregon Board of Education voted Wednesday to authorize filing a complaint with the Lucas County Board of Revision to increase several property values in the school tax district to the sold-for prices.

The total value increase would be about $9.7 million of which about $3.4 million, or 35 percent, would be taxable. At the effective millage rate of 47.98, it amounts to an additional tax revenue of about $161,000 a year, said Jane Fruth, treasurer of Oregon Schools.

That money would be “put into our operating budget and ...  potentially help save our taxpayers money on their homes,” said Dan Saevig, school board vice president, noting that the district’s operational budget is about $15 million.

The complaint lists the following properties:

● Arbors of Oregon nursing home, 904 Isaac Streets Dr., owned by Oregon 904 Property Holding and others, with adjacent parking lots and garages at 840 Isaacs Streets owned by Oregon 904 Property Holding.

● Medical clinics and offices, 3536 Navarre Ave., owned by MDC Coastal 1 LLC.

● Vacant agricultural land, 4601 Parkway Dr., owned by Clean Energy Future.

“We do not go after individual homes,” Mr. Saevig said after the special board meeting. “We only [file complains] when our attorneys point out discrepancies on commercial properties.”

Following a unanimous vote in favor of filing the complaint, the board had a short executive session to discuss personnel matters. Three of the  five members were present at the meeting. About five people, including the board members, attended the 20-minute event.   

If the complaint is successful, the property values, as listed by the Lucas County Auditor’s Office on its official website, will be increased to their most recent sale prices, as listed on the website, as follows:

● The nursing home: from its current aggregate total value of $375,800 ($319,600 for the hospital and $56,200 for the adjacent property) to $10,959,058, the amount for which it was purchased May 3, 2023, from FCE Arbors at Oregon. When Oregon 904 Property Holding bought the adjacent parking-and-garage property from Mercy Health St. Charles Hospital on Jan. 17, 2025, its sale price was listed as $0.

● The medical clinics and offices: from $1,118.000 to $2,739,198, for which it was bought Aug. 9 , 2023, from Vision Properties LLP.

● The vacant agriculture land: from $162,900 to $912,560, for which it was purchased Feb. 27, 2023, from Gary A. Johlin and others.

“Our priority is making sure that we graduate our students with the highest test scores possible,” Mr. Saevig said. “Anytime that we can do something to help the district with its finances and to help the taxpayers of the city and the residents of the city of Oregon, we have an obligation to do so.”
